Writing test items based on the number of hours of lectures is not the logical approach to developing a test. Using a test blueprint, based on concepts taught, will enable you to create a balanced test which is fair to learners. By identifying key concepts to test, it is easy to develop multiple forms of the same item for subsequent tests.
